In Roman law, an actionable claim for recovery of a specific thing was called 'Actio in Rem' and a claim arising out of an agreement between some persons against a specific person was called 'Actio in persona'. Almost all the rights are negative. The rights of the general public generally go along with the duties imposed on the persons. The rights of the general public are applicable against the persons of the whole world. The right of every person to live in his own house is a right of general public because it is the duty of all the persons not to interfere with the said right of anyone.
