(b) Home Minister of India — The Zonal Council meetings are chaired by the Union Home Minister. The idea of creation of Zonal Councils as advisory council was mooted by Pandit Jawahar Lal Nehru in 1956. In the light of the vision of Pandit Nehru, five Zonal Councils (Northern, Central, Eastern, Western and Southern) were set up by Part-III of the States Re-organisation Act, 1956 to provide a common meeting ground to the States and Union Territories in each zone for resolution of inter-State and regional issues, fostering balanced socio-economic regional development and building harmonious Centre-State relations. The Chief Ministers and two Ministers from the member States are the members in each Zonal Council. In case of Union Territories, there are two members from each Union Territories.
