These London talks resulted in the formation of a definite plan of action which was officially made public simultaneously on 14 June 1945 by L.S. Amery, the secretary of state for India. The act stated that the council should have a 'balanced representation' of all Indians 'Hindus', Muslims, Depressed class, sikhs etc. Muslims were given 6 out of 14 members which accounted for more than their share of population (25%).
