(b) Maharashtra — Maharashtra was the first state in the country to establish the institution of Lokayukta in 1971. The terms 'lokpal' and 'lokayukta' were coined by Dr.L.M.Singhvi as the Indian model of ombudsman for the redressal of public grievances. The Lokpal consists of a Chairperson and eight members. A five member panel comprising Prime Minister, Lok Sabha Speaker, Leader of the Opposition, Chief Justice of India and an eminent jurist nominated by the President selects the Lokpal. In 2019, retired Supreme Court judge Pinaki Chandra Ghose was appointed as the first Lokpal of India.The Lokpal will cover all categories of public servants, including the Prime Minister but the armed forces do not come under the ambit of Lokpal.
