(c) Advisory Body — Under Article 263 of Indian constitution, the President can establish an inter-state council, which is known as Zonal Council, to establish. Coordination between the Center and the States. Although this council deals with both legal and non-legal matters but its work is only advisory. Under the state's Reorganization Act 1951, five regional council have been established for the Central, Northern, Eastern- Western and Southern regions.
